User Choice, introduced in 1998, is a national policy for the funding of apprenticeships and traineeships, under which governments fund state- and territorially registered training organisations to provide structured training for apprentices and trainees. These funds reduce the training costs that apprentices and apprentices or their employers have to pay and give employers the choice of a licensed RTO to provide the off-the-job training elements of apprenticeships and internships.
